“That’s not good enough.”
That might be true, but what does good look like?
What’s the standard for good and the criteria to assess whether or not something achieves that standard?
If you’re going to fairly assess performance, quality, or competency level, you need to get clear on what good is so you can be clear on when something achieves the standard or falls short of it.
Otherwise, you’re talking preference, not assessment.
